 Tournament Sanctions for 2008-2009

 

ATTIRE:  Wrestlers MUST wear a singlet or two piece wrestling uniform (Brute or similar), and headgear. The singlet or two piece wrestling uniform shall not be loose fitting.   Wrestling shoes are optional.  Shoelaces MUST be secured.

AWARD:  An award WILL NOT be given in a weight class (bracket) where only one wrestler is registered.  The wrestler will be given the choice of moving to another weight class (bracket) or receiving a refund of his/her registration fee and withdrawing from the tournament.  A sincere effort will be made to confer awards as quickly as possible after a weight class (bracket) finishes.

BLIND DRAW:  Wrestlers will be placed on the bracket sheet, in ascending order, using their blind draw number.  The number will be drawn and attached to his/her registration form.  At the Tournament Host’s discretion, the bracket room may separate two teammates in the first round pairing when possible.  Additionally, at the Host’s discretion, the bracket room may separate novice from experienced wrestlers, if and only if, the bracket must be split into pools to accommodate the number of wrestlers in the bracket.

BOUT SHEET:  Our standard bout sheet is designed to allow the referee to assign the leg band color (red or green).  The scorekeeper will circle and/ or hi-light the color assigned to each wrestler by the referee.  At the end of the match, the score keeper will note the ‘End of Match’ time (actual time of day or real clock time) on the bout sheet, circle the winning wrestler’s name and cross out the losing wrestler’s name.  The bout sheet MUST be signed.  The winning wrestler’s name MUST appear on the Winner’s Signature line of the bout sheet.  The referee will then initial the bout sheet.  Ultimately, the person signing the bout sheet (winning wrestler, coach, parent, teammate, etc.) and the referee initialing the bout sheet are responsible for the accuracy of the sheet.  If the bout sheet is wrong when it leaves the score table and the bracket room staff does not catch the mistake, the mistake stand unless it is detected and brought to the bracket room’s attention before the next round is written.

FOUR YEAR OLDS:  The League WILL NOT promote a 4 & Under age group in bracketing.  Four year old wrestlers may compete in the 6 & Under age group.  A Tournament Host who wishes to offer a 4 & Under age group may do so but it MUST  be so stated on the tournament flier.

MEDICAL PERSONNAL:  The Tournament Host MUST secure the services of medical personnel for the duration of the tournament.  The medical personnel MUST meet the requirements specified by the state of Colorado for the Care and Prevention of Athletic Injuries.

The medical personnel my be responsible for conducting the skin check for each wrestler during the weigh-in process.

In the event of injury, the medical personnel WILL BE responsible for making the decision to allow the wrestler to continue competing or to withdraw the wrestler from the tournament.

MOVES-AGE GROUP:  If a wrestler must be moved up an age group, he/she will be moved down one weight class. For example: a 6 year old who weigh 67 pounds would compete in the 6 & Under- over 66 & up weight class; he/she is the only wrestler in the 6 & Uner-over 66 & up weight class therefore, h/she must be moved up to the 8 & Under age group; an 8 year old who weight 67 pounds would compete in the 8 & Uner- 70 pound weight class; however, because this wrestler is only 6, he/she will be moved down one weight class to the 8 & under-65 pound weight class. AT THE TOURNAMENT HOST’S DISCRETION, and single 10-year old in the 50-pound weight class can be moved down one age group and up one weight class. Likewise, a single 12-year-old in the 62 pound weight class or a single 14-year old in the 75 pound weight class may be moved down one age group and up one weight class.

MOVES-WEIGHT CLASS:  A wrestler will not be moved up more than one weight class without the consent of the parent and/or coach.  For example: a 12-year old who weighs 88 pounds would compete in the 12 & under –90 pound weight class; he/she is the only wrestler in the 12 & Under-90 pound weight class, therefore, he/she would be moved up to the 12 & under-97 pound weight class; if there are no wrestlers in the 12 & Under-97 pound weight class, the bracket room director MUST get the consent of the parent and/or coach before moving the wrestler up to the 12 & under-104 pound weight class.

BRACKET ROOM PASSES:  Each club will be issued two (2) bracket Room Passes that will allow the individual in possession of the pass to enter the bracket room.  If the individual with the pass creates a problem in the bracket room, the pass will be revoked.  Revoked passes will not be reinstated until the following season.  The head Coach is encouraged to select, carefully, the two (2) individuals who will be in possession of the Bracket Room Passes and thus represent their club in the bracket room.  The head Official (Al Harrington) will also have two (2) passes.

BRACKETS:               Bracket style MUST be stated on tournament flier.

Straight line-               In keeping with the six(6) matches in a day rule, the largest bracket that will be used is a sixteen (16) man bracket.  The sixteen (16) man bracket will allow no more than seven (7) matches, including the wrestleback for second place, for any on wrestler.  If a wrestleback for second place is appropriate, the bracket room staff will determine if the match falls within the (6) matches ina day rule.  In other words, if the wrestler currently in third place drew a ‘BYE’ and has therefore wrestled five(5) matches, the wrestleback match for second place WILL be allowed.  If the wrestler currently in third place did not draw a ‘BYE’ and has therefore wrestled six(6) matches, the wrestleback match for second place WILL NOT be allowed.  If a weight class has more than sixteen(16) wrestlers registered, the participants will be placed, alternately, in pools (red, white and blue) using their blind draw number.  If a tournament will span two day, thirty-two (32) man straight-line bracket may be used. The six (6) matches in a day rule will still apply.

Free Style-                   Statistics complied over several years of events show that approximately one-third of the remaining wrestlers are eliminated in each round, starting with the second round.  A subsequently higher or lower percentage in one round will average out in subsequent rounds.  Each group will follow these trends:

 

                                    5 to 8 Wrestlers………………………..4 or 5 rounds

                                    9 to 12 Wrestlers………………………5 or 6 rounds

                                    13 to 16 Wrestlers……………………..6 or 7 rounds

 

                                    These are the rounds necessary to complete one group.  Add one round for the finals

COACHING AT MAT SIDE:  Only TWO (2)  individuals (coach, parent, teammate, etc.) per team will be allowed to coach at mat side.  Individuals at mat side MUST have a VISIBLE USA Bronze, Silver, or Gold, coaches card.  All other individuals must be in the designated spectator area.  Whenever possible, two (2) chairs will be provided at mat side.  The referee will have the authority, using his/her discretion, to warn and penalize the offending team’s wrestler.  The first offense will result in a warning.  The second offense will result in the awarding of a penalty point.  The third offense will result in the default loss of the match for the offending team’s wrestler.  The scorekeeper will record the warning, penalty point and default loss on the bout sheet.

CUT OFF DATE:        The cut off date is August 31st.  The wrestler’s age on August 31st determines the age group the wrestler will compete in during the season.  Wrestlers who turn 15 years old on or between September 1st and December 31st AND who are in 8th grade may compete in the 14 and Under age group thereby making the cutoff date for wrestlers in this situation August 31st ..  Wrestlers who turn 15 years old before September 1st are not permitted to compete in League sanctioned tournaments regardless of their grade in school.  Likewise, wrestlers who are in 9th grade are not permitted to compete in League sanctioned tournaments regardless of their age. 

DOUBLE BRACKETING:  Double bracketing will NOT  be allowed.

EJECTION:  A wrestler, coach, parent or spectator who acts in an unsportsmanlike manner may be ejected from a tournament and removed from the premises in accordance with the national Federation of State High School Associations (NFHS) Wrestling Rule Book.  Refer to Rule 8, Section 1, Article 4 and rule 8, Section 1, Article 6.  If a wrestler, coach, parent or spectator is ejected, the individual WILL NOT be permitted to attend the next sanctioned tournament.  The name(s) of any individual(s) ejected MUST be passed on to the Director of the next sanctioned tournament.  Additionally, the ejection MUST be reported to the League President who WILL report it at the next League meeting.  If an individual is ejected for a second time during the course of a season, he/she will be suspended from attendance at all sanctioned tournament for the balance of that season.  The WSWL reserves the right to address any/all ejected individuals on a case-by-case basis.

EQUIPMENT USE:  The use of WSWL equipment trailer to be used only for sanctioned WSWL league tournaments or league sponsored tournaments, with the exception of Rocky Mountain Nationals due to historical use.  Members can petition the use of the trailer assuming all responsibility of the trailer and equipment.  A member club may use the League scales and copy machine for their league approved sanctioned tournament.  The fees are as follows: $10.00 per scale and $40.00 for the copy machine.  In the event that there are two (2) sanctioned tournaments on the same day, the tournament directors must mutually agree on the division of the equipment.

NUMBER OF MATCHES:  Wrestlers WILL NOT compete in more than six(6) matches in a day.  Coaches, parents, referees, etc.   WILL NOT be allowed to override this rule due to liability issues.  (It should be noted that CHSAA rules allow only five (5) matches in a day at the high school level.)  In a sixteen (16) man bracket, the wrestle back match to determine second place comes in round 7 and could, therefore, be the seventh (7th) match for the wrestler currently in third place.  If a wrestle back for second place is appropriate, the bracket room staff will determine if the match falls within the six (6) matches in a day rule.  In other words if the wrestler currently in third place drew a ‘bye’ and had therefore wrestled five (5) matches, the wrestle back match for second place WILL be allowed.  If the wrestler currently in third place did not draw a ‘BYE’ and has therefore wrestled six (6) matches, the wrestle- back match for second place WILL NOT be allowed.

REFEREES:                 

Compensation-       A standardized referee compensation form will be used for each
                             Referee to track miles traveled and hours worked for the purpose
                             of  correctly paying the referee.

Experienced Referees will be paid at a rate of $16.00 per hour for league approved sanction tournaments. 1st year Referees will be paid at a rate of $10.00 per hour. Referees should arrive no earlier than thirty (30) minutes before wrestling is scheduled to start unless otherwise contracted by the tournament director.

Experienced Referees will be paid at a rate of $18.00 per hour.  First year Referees will be paid at a rate of $12.00 per hour for WSWL Clifford Haynes Memorial Tournament.  Referees should arrive no earlier than thirty (30) minutes before wrestling is scheduled to start unless otherwise contracted by the tournament director.

The Head official will be paid an additional $25.00 over and above the hourly rate.

Referees will be paid at a rate of $.25 per mile for a total of 70 miles roundtrip from residence when working a league approved sanctioned tournament or the League Tournament.  The Tournament Director may submit the mileage compensation to the League Treasurer for reimbursement.

Evaluation-            A standardized referee evaluation form will be used for each referee to evaluate and rate their officiating.

 Meal allowance-         Referees will receive one meal at no cost during the course of the
                                
Tournament day.

 Number-                   Sanctioned Tournaments MUST have four (4) referees for every 3 surfaces with a
                                 minimum of one (1) experience referee for each surface.

REGISTRATION:

Fees-                           MEMBER WRESTLER:  The member wrestler is a wrestler who is listed on the roster of the Western Suburban Wrestling league and has their League Member Card.  The registration fee for the member wrestler will not exceed $12.00 or $14 if the Tournament Host provides for the table help.  The Tournament Host shall have the option of using a sliding scale for families with more than one member wrestler.  The recommended sliding scale is as follows: 1st member- $12.00 2nd member wrestler $10.00, 3rd or more member wrestler(s)- $7.00.

                                    Non-Member Wrestler: The non-member wrestler is a wrestler who is not listed on the roster of the Western Suburban Wrestling League or does not have their league Member Card.  The registration fee for the non-member wrestler will not exceed $20.00, or $22 if the Tournament Host provides for the table help.  The Tournament Host shall have the option of using a sliding scale for families with more than one non-member wrestler.  The recommended sliding scale is as follows: 1st non-member wrestler $20.00, 2nd non-member wrestler $18.00, 3rd or more non-member wrestler(s)- $15.00.

                                    Member Coach: The member coach is a coach who is listed on the roster of the Western Suburban Wrestling League.  The member coach will receive a Club issued Coaches’ Pass.  There will be no fee for the member coach who has his Coaches’ Pass.  The fee for a one-day coaches’ Pass will be $5.00 if the member coach wishes to be at mat side and does not have his Club issued coaches’ Pass.

Non-Member Coach:  the non-member coach is a coach who is not listed on the roster of the Western Suburban Wrestling League.  A non-member coach MUST have a VISIBLE USA Bronze, Silver, or Gold, coaches card in order to be mat side.

 

Forms-                        A standardized registration form, referee evaluation form ,referee pay treatment form, bout sheet and bracket sheet (two man, three man,four man,eight man, sixteen man and thirty-two man) will be used.

 

Pre-Registration and Bracketing-       At the tournament director’s discretion, pre-registration and bracketing may be used.  It will be the tournament director’s responsibility to manage the ‘no shows’.

REST PERIOD:  Wrestlers will have a mandatory thirty(30) minute rest period between
Matches.  Coaches, parents, referees, etc. WILL NOT be allowed to override this rule due to liability issues.  It should be noted that CHSAA rules require a forty-five (45) minute rest period between matches at the High School level.  The wrestler’s ‘End of Match’ time (written on the bout sheet by the scorekeeper)  from his/her previous match will be used to observe the thirty (30) minute rest period.

RIGHT OF REFUSAL:  It is strongly recommended that your tournament flier include a ‘right of refusal’ statement.

SANCTIONS:  If your Club is not willing and able to run its tournament based the Sanctions set forth in this document, your tournament WILL NOT be listed on the League Calendar.  You WILL NOT be permitted to distribute your tournament flier at any League sanctioned event.  Infractions WILL BE addressed at the next League Meeting.  After discussion the penalty will be determined and voted upon.  The penalty could include a fine of up to $500.00 and/or being restricted from hosing a tournament the following season.

SKIN CHECK:  Medical personnel and/or a certified individual will be responsible for the skin check of each wrestler registered for the tournament.  The skin check will be conducted during the weigh-in process.  Separate medical personnel and/or a certified individual and private screening area MUST be provided for the female wrestlers.  The initial of the individual who conducted the skin check MUST be written in the designated area on the registration form before it is delivered to the bracket room.  

TIME PERIODS:                                    6’s and 8’s                   three, sity-second periods
10’s,12’s and 14’s       three, ninety-second periods

VIDEO:  Videotape of a match WILL NOT be used by the Referee, Head Official, Tournament Director or any other individual to change and/or reverse any ruling made on the mat during the competition.

WEIGH-IN:  Weigh in is mandatory.  Weigh ins may be held the day before and/or the day of the tournament.  At the tournament Director’s discretion, a satellite or remote weigh in may be arranged.  The satellite or remote weigh in MUST adhere to all League sanctions.  Private weigh-ins WILL NOT be allowed.  Wrestlers MUST weigh in wearing a singlet.

WRESTLEBACK:  By definition, a wrestleback is the match between the current third place wrestler and the current second place wrestler, if they have not previously met, to determine the true second place finisher.  A wrestleback for second place is part of straight line bracketing.  If the Tournament Host elects not allow wrestlebacks, it MUST be so stated on their tournament flier.  The sixteen (16) man bracket will allow no more than seven (7) matches, including the wrestleback for second place, for any one wrestler. If a wrestleback for second place is appropriate, the bracket room will determine if the match falls within the six(6) matches in a day rule.  In other words, if the wrestler currently in third place drew a ‘BYE’ and has therefore wrestled five (5) matches, the wrestleback match for second place WILL be allowed.  If the wrestler currently in third place did not draw a ‘BYE’ and has therefore wrestled six (6) matches, the wrestleback match for second place WILL NOT be allowed.

NOVICE WRESTLER:  By definition, a novice wrestler is a wrestler that has not competed in a tournament in a prior season.  Such tournaments include but are not limited to WSWL, Metro, USA, AAU, or other youth wrestling league sponsored tournaments.
